Minimum pension amounts

Did you earn a low wage during your career or have a number of gaps in your employment history? A minimum pension amount may apply, meaning that your retirement pension cannot be below a certain amount.

There are several types of minimum amounts

  • The contributory minimum: for salaried workers, artist authors and non-civil servant public sector workers, members of the religious organizations’ scheme, merchants, and craftspeople.
  • Guaranteed minimum: for civil servants
  • Top-up for small pensions: for farmers
  • Pension minimum: for salaried workers belonging to certain special schemes.

 

These minimum amounts are subject to eligibility requirements.

Eligibility requirements for minimum amounts :

 

The contributory minimum :

salaried workers, artist authors and non-civil servant public sector workers, members of the religiousorganizations’ scheme, merchants, and craftspeople
  • Be eligible for a full-rate pension
  • Have claimed all of your pensions
  • The total amount of your pensions must not exceed a given amount

The guaranteed minimum :

civil servants
  • Been awarded a full-rate retirement pension,
  • Or have reached the age of full-rate entitlement, which is determined by year of birth
  • Or have been awarded a retirement pension on the basis of a work- related or non-work-related disability,
  • Or have been awarded early retirement as a parent of a child with a disability,
  • Or be entitled to early retirement as a civil servant with a disability,
  • Or be entitled to early retirement due to an incurable illness or impairment.

The top-up for small pensions

(farmers)
  • Be eligible for a full-rate pension,
  • Have claimed all of your retirement pensions
  • The total amount of all pensions must not exceed a given amount.

You may also be eligible for the elderly solidarity allowance (さallocation de solidarité aux personnes âgées, formerly known as "minimum vieillesse"). This is a means-tested benefits based on your personal or, where applicable, on your household income.
